Federal, regional and European bodies have built up an extensive network of benefits over the past 20 years — but the information is scattered, written in bureaucratic language and rarely consolidated. In this guide: a complete overview of all rights and benefits you can claim as a person with a disability (PWD), with links to the application procedures.
🇪🇺 European Disability Card (EDC) — since 2024
The most important recent development: from January 2024, as a recognised person with a disability (PWD) you automatically receive a European Disability Card (EDC). This card is mutually recognised in 8 European countries (Belgium, Cyprus, Estonia, Finland, Italy, Malta, Romania, Slovenia) and gives you:
- Access to cultural/sporting facilities at the PWD rate (often free)
- Companion discounts at museums, attractions and on transport
- One card instead of separate certificates across the EU
How to apply:
- Flanders: automatic via VAPH (Flemish Agency for People with a Disability) after recognition. vaph.be/european-disability-card
- Wallonia: via AViQ (Walloon Agency for Quality of Life) — offices in Mons, Charleroi, Ottignies, Namur, Dinant, Libramont, Liège
- Brussels: via PHARE (Brussels disability agency)
- Federal: via DG HAN — Directorate-General for Persons with Disabilities
For those recognised after 1 January 2024: the card arrives automatically within 30 working days of recognition.
🏛️ Federal benefits (Federal Public Service (FPS) Social Security)
Income Replacement Allowance (IVT)
For those who can no longer work because of their disability. A monthly allowance that replaces income — the amount varies according to household situation and income. Apply via Federal Public Service (FPS) Social Security.
Integration Allowance (IT)
For those facing extra costs because of disability (mobility, care, adaptations). The amount varies according to score on the medical-social scale (degree of self-reliance). Apply via the same channel.
Allowance for Assistance to the Elderly (THAB)
For those aged 65+ with a disability. Monthly allowance on top of pension.
Increased reimbursement (care insurance)
Discount on healthcare bills: 95% reimbursement instead of 75%. Apply via your health insurance fund / mutualité with your disability attestation.
🏛️ VAPH (Flemish Agency for People with a Disability)
VAPH (Flemish Agency for People with a Disability) coordinates all PWD support in Flanders:
Person-Following Budget (PVB)
Maximum annual budget for those needing intensive support. Amount varies from €10,000 to €100,000+ per year depending on the budget category. Freely spendable on personal assistance, day activities, housing or adapted aids.
Personal Assistance Budget (PAB)
For those needing direct personal assistance. A monthly budget you spend on personal assistants yourself.
VAPH-recognised aids
Reimbursement of aids such as wheelchair adaptations, home adaptations (removing thresholds, lifts, bathroom adaptations) and adapted bicycles. Apply via your VAPH (Flemish Agency for People with a Disability) desk.
Person-Bound Budget (PGB) — end of life
For those at end of life with heavy care needs. A specific scheme.
🏛️ Wallonia: AViQ — Agence pour une Vie de Qualité
In Wallonia, AViQ (Walloon Agency for Quality of Life) handles PWD support:
Budget d'Assistance Personnelle (BAP)
Walloon equivalent of PAB — a personal assistance budget.
Aides Individuelles à l'Intégration (AII)
Contributions for adapted aids and home adaptations.
Allocations aux Personnes Handicapées
Walloon supplementary support on top of federal benefits.

🏛️ Brussels: PHARE
PHARE (Brussels disability agency) (Personne Handicapée Autonomie Recherchée) coordinates in Brussels:

- Integration support in employment, education and leisure
💳 Practical rights — discounts, access, parking
Disability parking card
Free parking in designated PRM spaces + extended standard parking time. Apply via Federal Public Service (FPS) Social Security with your disability attestation.
Public transport discounts

Museum/culture discounts
With your disability attestation or EDC, you and your companion get reduced rates or free access at practically every Belgian museum and attraction.
Tax relief
Tax exemption for home or vehicle adaptations — ask your tax adviser or check FPS Finance.
Adapted-vehicle allowance
Allowance for the purchase or adaptation of an adapted passenger car (lift, swivel seat, hand-control system). Via Federal Public Service (FPS) Social Security.
Health insurance fund / mutualité contributions
In addition to the federal + regional benefits above, your health insurance fund / mutualité provides supplementary reimbursements:
- Adapted transport (taxi, social transport)
- Adapted bicycles — up to €1500-2500/year via the supplementary package
- Aids (wheelchair adaptations, scooter)
- Respite stays for the informal carer

Practical tips
Set up an annual "paperwork day". Each year, systematically submit all applications for the following year. December to February is ideal for the next calendar year.
Centralise your admin with one person. PWD applications, VAPH (Flemish Agency for People with a Disability) applications, AViQ (Walloon Agency for Quality of Life), health insurance fund / mutualité and FPS applications all overlap. A trusted person overseeing all the paperwork often doubles the actual contributions received.
Ask for a meeting with a social worker. At your health insurance fund / mutualité, OCMW (public welfare office) or VAPH (Flemish Agency for People with a Disability) desk this is free. A 30-minute conversation = a personal overview of what you specifically can claim.
Apply for the European Disability Card if you don't have one yet — automatic since 2024 for new recognitions, but those recognised earlier must apply explicitly.
Align with the calendar year. Many benefits are capped per calendar year — booking strategically in January maximises your benefit.
Keep invoices for 5 years. Some reimbursements can be submitted 1-3 years after the fact. Keep your invoices digitally in a structured archive.
